2 As far as I know Dagger has *always* been at least soft countered by Kodachi. This includes points in time at which Bolas did not exist and nevertheless Hover was taking a dump on Tank and pretty much everything else. 2 As far as I know Dagger has *always* been at least soft countered by Kodachi. ( In fairness Scalpel and/or Mace were probably overtuned at the time. )
