Of Djin shields and cloakers

Is there a reason Djin does not teleport mobile shield and cloaking devices?

I ask because when I attempt to teleport either of the above(in single player) the teleport progress gets up to about 20-30% and resets and the unit is not teleported.

As a side note: when you put a scallop on a surfboard it gains the ability to do double damage to floating buildings and ships due to the fact it can use both torpedoes AND its shotgun

The Scallop deals 50 DPS with it's torpedoes. Hardly double-damage.
