Flashbanged Screen

Whenever certain things happen in the game, my screen becomes a bright light. And it's not a problem with the computer either, because if it goes away I'm still in the game. It usually happens when the game is paused, I build something, and if enemies are attacking then it's constantly there and I quit the game. I've already tried switching maps and making the Quality and Detail as low as possible, none of those worked. Can anybody help?
