Why don't you ban other players when they are doing some things that turn out to be useless?

I did not break any rules, and was shooting at enemy, did some damage, and it was a big team game in "all welcome" room
so what's your problem? double standards much?

Okay Roach Cannon is experimental?

Well, we all saw roach cannons for month or maybe even years now, don´t know, but even I made the observation,
that, as strange as it is

1. they never made cost and probably never will

2. somehow the team with a roach canoneer always loses

conclusion: roach-cannon is useless and a good way to troll your own team.
And Firepluk, you are good enough to have realised that too...
Enough said.

The issue is not the tactic. The issue is using such a tactic without your team's agreement.

If you ask your team and they don't mind, then you can terraform your base into the bottom of the sea if that's what makes you happy.

If you don't ask and they do mind and you do it anyway, then you get a penalty.

if newbies do so, don´t mind, they maybe don´t know better, but you can´t tell me that a player of your caliber has not realised how useless most(!)

Without wanting to take for Firemen party .
But I remembered that this already up for discussion
and the Administration came to the common denominator ,
that much is permitted in " All Welcome " host .

Next a Roach - Cannon does not cause necessarily much damage ,
but Firemen 's not there the worst .

A game should already be fun and me , for example,
has a Roach Cannon always prepares a lot of joy .

So a bit exaggerated ,
I find the spell already .

Here's a flowchart to help you understand what might be bad behavior, for those still pretending to be too obtuse to understand basic sportsmanship:

a) Are they doing it because they know it will screw up the team? That's griefing; report them.

b) Are they doing it because they have a brilliant scheme where maybe, if everything works right, it'll actually pay off really well, but probably it won't because it's just a dumb thing to do? If yes, then:

b-1) Did they get the team's agreement? If yes, then there's no problem. If no, then that's not respecting their teammates; report them.

c) Are they doing it because they're a new or low-skill player and are too dumb to realize that building storage is a bad idea? That's fine. That's a consequence of playing with low-skill players. Offer them advice, politely, and live with it if they ignore you (the other team has to live with their dumb players too). Not reportable.

Not exactly. Allow me to clarify.

Such tactics have been banned in the Serious room. That doesn't mean that they are allowed in the other rooms, it just means that they have been tolerated so far, in part because no one had made a policy against them, even though there have long been complaints about them.

As of yesterday there is a new policy. The policy is that you must get your team's agreement before trying such tactics. All it takes to get agreement is telling your team what you intend to do; if nobody objects, you're in the clear. Knock yourself out. GLHF.

IMO crazy stuff such as roach cannons shouldn't lead to ban. If the team doesn't want him to do that, they should just kick him. If there aren't enough votes then it means that his team is not entirely against it.
EDIT: If kick vote was effectively used for such cases you could make a system such that the more kicks you get the longer the time you are not allowed to play in tha room, or something like that.

I assume that these decisions are democratic? As in, more than half the team must veto some strategy in order to make it reportable?

The admins and devs want a public room where low-skill players can play without being derided or shunned for being low-skill. That's the "All Welcome" room. If you play in that room, you have to be prepared to play with low-skill players and accept all of the consequences which go along with that (knowing that BOTH teams will be saddled with such players and consequences).

The admins and devs have also, finally, decided that they do NOT want a public room where players can ruin the fun of their teammates by engaging in risky strategies for their own amusment against the wishes of their team.

Why would they? Why should they?

They are not strictly democratic. Whether a tactic requires the team's agreement, and what exactly constitutes the team's agreement, is a judgement call. Here are the relevant sections of the CoC:
