Archer with full tank seems like an okayish unit for its price.

But who had the idea to make this tank go empty? Archer doesn't even come close to being "too strong" with full tank anyway.

This game I had a single Archer kill a factory. It took at least 5 minutes. DPS seems lower than flea which costs a tenth.

Archer should be very good (like, warrior tier) with a full tank but should not refill out of water at all. That makes the mechanic interesting and enhances the water synergy.

It still makes sense to use such unit on dry land. It's effectively one-use for the main purpose but can still be used to scout or harrass naked expansion later. Think Roach which survives as a Dirtbag on explosion.

The main problem here is that Scallop is already warrior tier without the downsides, AND has torpedoes in water to boot. Ideally there would be no torps from underwater and things would have to surface to fire, which gives these two even larger overlap. Archer would be the more interesting of the two though so something would have to be done to Scallop.

How's that interesting? I just build warriors then, because they don't have to refill. Imo if something is alpha only/limited to short usage duration, it should be far better than the alternatives without this downside.

The archer tank doesn't really work well in current ZK but that doesn't mean it's not there for a reason. If anything, more amphs should rely on water.

Sure, it could be better than warrior. This all depends on the map pool. If maps are mostly dry (like now) then it would need to become better since it's hard to refill. But for example on Adansonia you can't just walk Warriors to the back startpos but you can reach it easily with Archers.
