Lobby users should be able to !endvote their own poll

I think lobby voting (especially for maps) would go a lot smoother if anyone could !endvote a poll that they themselves started.

This is because you sometimes start a poll and realize that most people are against it (but not enough to fill up the !n track, I've never seen that happen),
and you want to not hold everyone up by waiting for the poll to time out.

Especially when you do !map and it gives you an awful map that noone wants.

Further, adding a mandatory delay to being allowed to create another vote after your vote ends, to stop the same person spamming !votemap for stupid trollmaps 10 times in a row.

It has some trolling potential. You start a vote, not happy with how its going to end, cancel it..

Then someone else starts the same vote, and it ends the same way it was supposed to end. Democracy.
+1 for !endvote, and we need some vote limitations as well since it's too damn easy to spam a room with troll vote so that the game doesn't get started.

This is really a minor change which can be implemented if people wish so and it makes sense.
