Mostly, yes. It has no effect on the cloud, because that would break the convention of purple modules having no effect on DGuns.
It does, however, increase the time the afterburn effect stays after leaving the cloud; it gets away with it because the change is minuscule (adds 0.84 - 1.2 seconds of burn time after leaving the cloud, amounting to 13 - 18 damage).
