Naming your room to make it look like an autohost is strongly discouraged. In particular do not use the [A] tag. Calling your room "Teams All Welcome" etc. is OK but in such a room host powers should only be used in extreme cases.

Kicking a player for not resigning in an obviously lost game is less strongly discouraged, and there may be some situations in which it is appropriate (somebody pointlessly delaying by hiding fleas or flinging units off the map somehow, for instance).

It seems like poor form to kick a player who has indicated a willingness to resign in a team-vote though. Several players (such as myself) are reluctant to resign while other players on the team still play, even if they are strongly advocating that the team as a whole should resign.
I also note that at the point in time when the room host initially called for North Team to resign as a spectator, there was only a 25% disparity in income and a smaller disparity in army value. Comebacks in this situation are rare but hardly unheard of. It would not be unreasonable to describe the host's comments as spec-cheating.
Kicking a player multiple times for a single action is very strongly discouraged, and may result in admin action against the kicker. As a general rule, it is only justified when the kicked player has committed an admin-actionable offence and no admin is currently present to resolve the matter.
