7 SIMPLY KICKING HIM WHENEVER HE DOES HIS EARLY RESIGNS. Use your tools. Seriously. You have a practically self-administrating environment (where you are acting as citizens with minor enforcement powers.). You do not need admins to administer your clusterfuck games. You just need people to agree upon what is okay and what is not okay then form an alliance that reaches critical mass (~15 players) so that you can always carry out the punishment. 7 SIMPLY KICKING HIM WHENEVER HE DOES HIS EARLY RESIGNS. EG: Those unjustly punished will seek 'revenge' and try to kick you. Which is not what this system is for. If this environment takes this path, I suggest reporting anyone who 'randomly' kicks anyone -- even if said person is unpopular.

16 For starters, say that resigning before 7 minutes is now kickable. Anyone who agrees to this should call a kick vote for anyone who resigns before 7 minutes after the game has ended. This way they get locked out of a game. This will lead to slightly longer games and make i t more enjoyable for everyone. And all you have to do is simply enforce it. !kick fire resigning too early. Not very hard to type. !kick _sha for lobster/resign spam. Easy.
