New player needs help

I have started getting some strange error when I try to log in, it says I need an exemption, but I dont know what that is. Do you have to pay? my friends said it was free.
Hope you can help me, I would like to get good at this game and maybe join a clan or help in the community.

Well I dont know what a smurf is. I dont know what is wrong with my play style either, I dont know how to play the game properly yet.
My ISP does go through another server though, I didnt set it up that way, but apparently its because of where I live and my ISP, I get better speeds for gaming and less lag. I dont see whats wrong with that.
