I'm asking for what were the requirements for the Zero-K retailers to produce their content.
And from scales of 1 to 10 how hard was it for them to make the utilities and content.

It was fairly simple, about 11 years of work from hundreds of people. But only few of them daily.

I think it began as a finished fully functional game and then was modded and rebalanced in a "ship of theseus" way of style.

But no, first was the TA (OTA), then there was demo viewer for it, it evolved into Spring engine.
On that engine there were various games - mods of the OTA, such as XTA, BA.

BA was not pretty and had a few balance issues, so bunch of people decided to improve gfx and gameplay and created CA.
CA was developed for many years until most of the OTA content was pretty much gone and replaced from stuff done from scratch. At that moment it was renamed to Zero-K and developed further until it became something that is playable without massive need of laborious tinkering and tweaking from the player.

After initial tweaking we have deloped sort of philosophy to follow, which has guided us through the years. Simple principles like minimize hidden variables, automate "stupid" and "boring" things where computers excel etc.
