Units get XP for making cost (but the value is not exactly how many times cost was made, even disregarding the following!), with a small bonus if the target also had some XP (might be disabled in ZK, but doesn't matter much anyway), and then a big bonus for getting the last hit (also cost-based; maybe even as much as getting the unit down to 0 health).

That's why fleas and peewees tend to have huge XP values: they make cost really fast and then they can get a huge chunk of XP for lasthitting a commander or such.
