But on actual map creating tools.. I think the closest would be [url=http://www.bundysoft.com/L3DT/]L3DT[/url], which has explicit spring support. Basically l3dt is the only tool I know of that does not require any supplementary tools. It's not open source but I believe the free version only limits size of heightmap (something like 4096x4096 tho, which is way more than enough)
