There is a world of a difference between reclaiming a nub resurrecting a comm wreckage and someone who intentionally reclaims something the team could use: the comm itself isn't a useful wreckage and barely contributes to the team (whereas the noob is likely to remorph it). Resurrection isn't as cut and dry as reclaiming allied nanoframes.
