For example if you put a cloaked Flea in the enemy base you often don't want it to ever move (because then it decloaks and dies). But that would normally prevent you from controlling a Flea blob through Ctrl+Z which is otherwise convenient. So you put that Flea to priority 0 and now you can use Ctrl+Z without affecting it.

SHIFT is supposed to ignore selection priority so try SHIFT+CTRL+A.
