I think terra can be used to block emp but it kinda of has to be rediculously high\steep, also slightly wide, as u can still stun anti-nuke with the AOE from the emp missile.

I think the best counter, is just a extra antis, this still falls in cost when u consider the enemys cost of the nuke silo + nuke\missile silo + emps.
