Moderator in particular, against most bot factories (say Cloaky) still loses fairly softly even against its perfect counter. Each Mod is guaranteed to kill a single Glaive, so its worst-case scenario is incomparably better than it is for normal skirms like Rogue or even Recluse.

I don't think requiring artillery to deal with mobile units is a good design at any point, unless those units are specifically required to be static to perform their job (Crab, Fencer). This is exactly how you end up in a situation where you build an artillery to kill one turret, and then keep shooting mobiles anyway because that's a better opportunity.

Perhaps increasing the weight of these perfectly accurate skirmishers to a level where they're reasonably swarmable with 160 cost units would work. Even now, theoretically, with the Kodachi cost buff, you can field 3 Kodachi for each Dominatrix. If you could field 4 because domi costed 520, that would be way more definite. Same would be needed for Scalpel and Mod, i guess.
