4 You'd require a player low on metal to have full storage to start OD'ing. But as soon as he starts OD'ing, he can spend more metal, so he may dip below full energy storage. 8 I could get the @Brackmann suggestion with subtracting available metal from available energy before using it to calculate the ratio of energy invested into OD.
