It's not the people who want trololo, it's the [u]current[/u] people, which is not whom you listen to when you want the game to grow. You don't leave design for random people to shape because they will always arrive at some fucked up feedback loop (like this one).

The existing players will always outvote the 1 newb. But the newbs get recycled from a much larger pool of people. I claim the coming newbs are "proper" players because that's what we advertise: the homepage has "proper" content, the shadowfury stuff is "proper" content, most people think of "proper" play when they hear RTS. This is why hosts should be "proper" as well.
