Does this thing ever fire? I think I managed to get it to fire once but I'm not sure.

There used to be a bug where it only fires if it has free line of sight to the attack order (meaning no hills or little heightmap bumps blocking sight). Maybe it wasn't fixed properly or something caused the fix to break.

Skasi this sound familiar. This happen with Zenith too, right? I can't remember what weapon, but some superweapon won't shoot if that area is terraformed and you haven't scouted.

Yeah there is a weird line of sight thing for attack ground orders. Give it a settarget command at ground to get it to fire, if this is not fixed...

Just tested offline, ZK 1.2.9.9 Leviathan works for me, I can make it ground attack, attack radar dots, attack over hills, everything a missile silo can do. Also better than a missile silo, as it can be ported around with a djinn. Just make a hole! EDIT: just tested, Missile silo and its missiles cannot use Djinn teleport.

Bertha has the similar problem - it refuses to shot at terraformed target, though: bertha has AOE, bertha has terraform ability after some shots at terrawall it can break it and so hit the target. But this does NOT happen because of weird behavior, it just ignores my explicit order(sabotage!), turns around and shot at some random targets. BD has the similar problem, sometimes it refuses to fire(sabotage!) and is just hanging over the target doing nothing while enemy's aa is pwning it. SAD

While Wyvern has no problem happily wasting its bomb on random cliffs whenever it has the opportunity. :)

BD refuses to fire because it has a firing restriction on its arc as found in the unitdef: [Spoiler] { def = [[VTOL_SALVO]], mainDir = [[0 -0.35 1]], maxAngleDif = 90, ...
The black dawn will "look" at a target while being directly above it thus making the target out of its angle restriction. Probably the cause. And licho throwing bombs into mountains is probably due to it being a missile weapon. Not sure on that one. Bertha being unable to target stuff behind terraform is odd. Its unitdef shows that its weapon ignores terrain... but it doesnt... An even more odd thing is that it ignores stuff behind terraform walls even if you didnt see the wall. (HAX)

BD has a fire arc restriction to keep it shooting forwards. Licho fires at terrain because aircraft aiming is a bit broken. The weapon tag used by Bertha to avoid terrain is not implemented in 91.0.

About Leviathan I have to say that now that it cannot stop nukes anymore it deserves a reduced metal cost. like 500 or so, because its current cost is balanced upon that old ability.

I actually kind of intended for Missile Silo missiles to be transportable, so you could Valkyrie or Vindi drop them all over the map, and just needed a safe place to land... Just saying.
