Second, maybe ony let a certain "level" and above to vote kick for example.

Becasue if there is a limit (let's say lvl5) and in noob chicken game, where there is no1 who has lvl5, some1 starts teamkilling, what should they do?

Well what about kicking players up to 5 ranks above you, untill ure lvl 40? When u reach 40 ure mature, and u can do whatever u want.
