Feature request: lock room while !votestart

I find it's freaking annoying that some random newb can join in the last second before start and spoil all balance.
Seriously, if we make !start vote we agree on some balance, would be nice to lock room on time, while we are voting for start of the game.

Also nice, TheSponge.
Anything that will prevent spoil balance with ninja join/unspec
