Not enough votes map stays, but player kicked

Sometimes it is enough if 2 players vote to kick someone - it is even enough if only one votes for kick if this player don't read it and vote against it.

But if the vote is for mapchange it displays sometimes "Not enough votes - Map stays".

Is it right that someone can get kicked with only 1 or 2 votes on a 8v8 ?

same with !exit

with the default chat ui which makes battle window text appear gray it is sometimes hard to notice when some troll has started a vote to exit the game and then everyone is confused/annoyed when the game randomly ends
