You clearly don't know how this function works. It gives units in two cases:
A)Person has gone AFK
B)Person has lagged beyond 25 seconds.
For case B: there are three things that can cause this.
1)They are experiencing genuine network lag
2)Their CPU is not fast enough to keep up with game, causing them to fall behind in simulation.
3)They have crashed and are in the process of rebooting.
For situation 1: moving the server closer is not going to fix the overall bandwidth issue. The game uses a TINY amount of bandwidth,
For situation 2: they could be plugged directly into the host and would still see lag because their CPU can't keep up. Nothing can fix this except if they upgrade their computer, turn down settings, or play smaller games.
For situation 3: no way around this in current engine. Maybe someone clever will design key frames (what allow you to skip to different parts in a movie), but currently this has no solution.
The Chinese players I've seen so far have never had more than 1 second of lag or so. Not great, but definitely playable.
